The Latest Updates on Important Policy Issues

Next week, both the PA House and Senate are back in session and there are three good bills we need your help with to get the support of your State Senator and State Representative. (For each issue, after using our Citizen Action Center, please return to this email for links to the next action needed.)

School Choice
Bill: House Bill 1800
Summary: The current Harrisburg school district situation is a mess, with staggering amounts of taxpayer dollars per student spent in a failed school system. With more than half of the funding coming from the state, there has to be a better solution for taxpayers and these students. House Bill 1800 would help families in Harrisburg receive scholarships to make a better education possible for their children by choosing a different school. This would be a pilot program that could serve as a model to help rescue families from failing or unsafe schools in other areas of the state or statewide.

Status: Vote expected Monday in House Education Committee.

Stop the Targeting of Babies with Down Syndrome
Bill: Down Syndrome Protection Act – House Bill 321
Summary: The majority of babies diagnosed with Down syndrome are aborted with medical professionals often pressuring women into an abortion upon the diagnosis. This bill would help end the targeting of babies with Down syndrome in the womb by prohibiting an abortion solely on the basis of a diagnosis of Down syndrome.

Status: In Senate Health Committee, vote could come anytime.

Sex Trafficking
Bill: Buyer Beware Act – Senate Bill 60
Summary: Human trafficking is modern-day slavery. We can take the next step to ending human trafficking here in PA by going after the demand, updating and strengthening our laws against the buyers, whose actions victimize young women, most of whom are between 12- and 14-years-old.

Status: Vote expected next week by full Senate.

Please ask your state representative to support the Fetal Remains Bill

Please ask your state representative to support the Fetal Remains Bill proposed by PA Rep. Frank Ryan. 

We reached out to you about this measure on the day that it passed the House Health Committee. It is now scheduled to be discussed by the full House next week, so we are asking for your support and action once again.
This legislation provides for the respectful internment of the remains of a child who dies prior to birth. It does not throw an extra burden on the parents who don’t believe such care is warranted. But for those who do, it helps provide important closure.

The Catechism of the Catholic Church teaches, “bodies of the dead must be treated with respect and charity, in faith and hope of the Resurrection. The burial of the dead is a corporal work of mercy, it honors the children of God who are temples of the Holy Spirit.” 

This is one of a number of important bills that are coming up next week that we will be asking you to take action upon. Thank you for your help!!

Please ask your state Senator to vote “YES” on Senate Bill 60, also known as the “Buyer Beware Act.

The bill would strengthen penalties for those who patronize victims of human trafficking and for those who force those victims into that role. The sponsor of the bill, Sen. Kristin Phillips-Hill of York Co. says human trafficking is a tremendous concern in her district and across Pennsylvania.

Dauphin Co. District Attorney Fran Chardo says a majority of those who engage in prostitution are, in fact, victims of human trafficking.

This is one of a number of important bills that are coming up next week that we will be asking you to take action upon.

Please Urge Your State Representative to Vote “YES” on the Bill Designed to Help Students in Harrisburg

Please contact your State Representative immediately and ask them to support Rep. Mike Turzai’s House Bill 1800, which will bring school choice to students in the struggling Harrisburg School District.

Test scores for the students in the district have been among the lowest in Pennsylvania for years. And for the second time in a decade, the school has been put in state receivership.

HB 1800 will provide a life-line to those students today by allowing them to receive a tuition grant scholarship for about $8,200 to attend the school of their choice—public or private!

It would also be a great help for any Catholic school receiving transfers. The extra money would help keep tuition and other costs down for current students.

Pro-Life Union Establishes “Newby Saturday” on Saturday, November 9, 2019

Imagine a woman walking in front of you to enter an abortion clinic. The look on her face says it all—one of melancholy as if she’s defeated and hopeless, or has come to the conclusion that abortion is her only way to pursue personal and/or professional dreams.

What would you say if you only had 5-10 seconds to ask this woman to give her unborn child a chance at a happy and healthy life? How would you let her know that helpful services truly exist? That she can be a mom AND succeed in her personal and professional goals?

Your presence and voice can be life-changing. That’s why the Pro-Life Union established “Newby Saturday” to help first-time, or fairly newer witnesses, become effective in their approach to help women choose life for their unborn baby!

DATE: Saturday, November 9

TIME: from 10:00am-12:00pm

LOCATION: Outside Planned Parenthood at 12th & Locust Streets in Philadelphia*

*Fact: There were 4,231 unborn lives lost at this particular Planned Parenthood location in 2018.

HOW NEWBY SATURDAY WORKS: “Newby Saturdays” are designed to answer the following questions for a first-time or newer witness:

  • Is there a brochure I can hand to women?
  • Do I have to/can I talk to anyone?
  • Where can I stand?
  • What are the yellow vested ‘escorts’ doing?
  • Is there anything I should or shouldn’t do?
  • Some people are praying the rosary, but I don’t do that; what else can I do?
  • Is everybody going inside the building getting an abortion?
  • Is there a way to tell if a woman has arrived for an abortion?
  • What are those brown bags women are carrying out?

OTHER DETAILS: We’ll have a seasoned person there: Tom Stevens (Pro-Life Union President and CEO), Patrick Stanton (Pro-Life Union Board Member; Leader of Philadelphia 40 Days for Life), Dr. Monique Ruberu (Pro-Life Union Board Member; Leader of Philadelphia 40 Days for Life), or another designee to help answer common questions about Sidewalk Servants.

Please support the Fetal Remains Bill

Please contact your state Representative as soon as possible and ask him or her to support the Fetal Remains Bill proposed by PA Rep. Frank Ryan. 

It is substantially similar to legislation in Indiana that was recently declared constitutional by the United States Supreme Court. The legislation provides for the respectful internment of the remains of a child who dies prior to birth. The bill has prompted opposition from Democrats in Harrisburg. All Democrats in the PA House Health Committee voted against it. All Republicans–who are in the majority–supported it and the bill passed through the committee.

Heartbeat Bill Would Provide Pennsylvania Better Protections for Human Life

Today begins another chapter for Pennsylvania’s pro-life movement and we really could use your help in starting it off strong. (See our three-step action plan below.)

This morning, from a media room in our State Capitol, Pennsylvania Family Institute will stand with many other pro-life advocates and legislators to announce the introduction of the Heartbeat Bill, which would update our state’s outdated abortion limit and protect unborn babies after their heartbeat is detected.

Right now, Pennsylvania continues to permit abortions up to 24 weeks into pregnancy, which is based on 1980’s era ideology that says an unborn baby is only a human life that deserves protection because of completely subjective and unscientific criteria. The tragic result of this injustice has led to over two million babies aborted in Pennsylvania. 30,000 babies will be aborted this year alone in our state. We can and must be better than this.

One way we can begin to right the ship of Pennsylvania’s greatest human rights injustice is through the Heartbeat Bill. When you hear a heartbeat, you hear life. It’s an objective and universal sign of life. If we can all agree that life ends when a heartbeat stops, we should all be able to agree that life exists when a heartbeat exists.

Two elected officials, State Senator Doug Mastriano (R-Adams) and State Representative Stephanie Borowicz (R-Clinton) are each sponsoring the Heartbeat Bill. We thank each for their leadership in trying to protect unborn children the moment a heartbeat is detected.

You can help be a part of advancing the Heartbeat Bill by following this three-step action plan:

1. Contact your State Senator and State Representative in support of the Heartbeat Bill.

The pro-abortion lobby, with abortion extremists like Planned Parenthood that advocate for their abortion-until-birth agenda, will be out in full-force lobbying against the Heartbeat Bill. Please pray for Senator Mastriano and Representative Borowicz in their leadership of the Heartbeat Bill. Pray that women and families will be influenced through this legislative effort and that more lives will be saved.

I can recall story after story of women who have seen and heard the heartbeat of their unborn baby and realized – many for the first time – that they heard life. Jessica saw the little heartbeat of her unborn son and it made her realize that he’s a life worth saving. Lisa heard the heartbeat of her unborn daughter and it clicked for her – “there’s a real life inside of me.”

These families are the ones whom we’re advocating for with the Heartbeat Bill. They are why we must bring this needed change to Pennsylvania. Thank you for helping to make this possible.
